Together with the Fund for Peace, the WPF convened three meetings (March, May, & June 1999) of more than forty US government officials, non-governmental organization leaders, and academic specialists in Washington, DC, to discuss how best to understand and then to address the problem of the spread of small arms throughout the developing world. Based on those discussions and on research, Michael Klare and Robert I. Rotberg, The Scourge of Small Arms, WPF Report 23, sets out the nature of the problem and offers twenty-four recommendations for policy action by the US government, European and other governments, and interested NGOs.

The report and what it represents are the first stage in a process of constructing a continuing research and monitoring project for small arms. The WPF joined the Fund for Peace in organizing a meeting in Washington on November 2, 2000.
